Rhonda Meadows

Sociology, University of Oregon

Rhonda has worked in the Human Resources field for over 30 years with experience in organizational development, benefits administration and recruitment/staffing, community relations, program/policy formulation, management training, presentations before groups, teaching, coaching, labor relations, negotiation, mediation, and counseling. Known for her innovative contributions to the HR function at major corporations, Rhonda has served as VP of HR at Columbia Distributing Company, HR Director at Risk Management Group, Human Resources Manager at Metro Metals Northwest Inc., and Senior HR Business Partner at Xenium. As a consultant, she’s worked with Pepsi, Triquent Semiconductors, and Micro Tech.

Inspired by her experience as a foster parent, Rhonda established Bridge Meadows in 2004, an intergenerational community in North Portland whose mission is to promote permanency, community and caring relationships for adoptive families of foster children while offering meaningful purpose in the lives of older adults. The community, which opened in the summer of 2011, features reduced-rent homes for families who adopt foster children, reduced-rent apartments for seniors who function as surrogate grandparents and central community spaces and resources. The families will receive the support that typically disappears after adopting a foster child, the seniors will gain a renewed sense of purpose and meaning in their lives and, most important, some of Oregon’s 13,000 foster children will finally find peace and a sense of place.

In 2011 Rhonda founded Project Lemonade, a program that gives Portland area foster children the unique opportunity to shop for new and nearly new clothing at no charge to them or their foster families. The mission of Project Lemonade is based upon the belief that starting the school year with new clothes gives children greater confidence and builds their self esteem so they feel good about themselves regardless of their living situation, and thereby increasing their prospects for success in the coming school year. As Founder, the idea for Project Lemonade is rooted in one Rhonda’s life missions, to recognize that every child has a gift and to help foster youth achieve their dreams and goals. Everything she does, she does for the kids. Rhonda has since served as Vice Chair for 8 years and lead Project Lemonade in leadership and Development for the first 9 years, supporting the expansion of their mission to include three programs such as year-round shopping access at the Project Lemonade store, foster youth internship opportunities with partnering company, and their WISH program (What Inspires Students Hearts) which helps children realize their true gifts.


Rhonda has served on several non-profit Boards including Chairperson for SEI (Self Enhancement Inc), Chairperson for Bridge Meadows, University of Oregon College of Arts and Science board member, Vice Chairperson of Project Lemonade and Vice Chair of Programming for CASA Board of Directors. Rhonda will continue to support foster youth by focusing her efforts on creating legal and systemic change for foster youth and education in Oregon through the legislative process (and yes, she plans to hustle those politicians for support). Only 35% of foster youth graduate from high school and only 2% from college. With over 11,000 kids in and out of foster care in Oregon, Rhonda believes we can do better to support the futures of the youth in our communities.

Paula Brooke

Paula and Rhonda first started working together in Human Resources 25 years ago, and they have continued to be a great team ever since. Paula has substantial experience in On-Boarding Procedures, Off-Boarding Procedures, Policy Development, Compensation and Benefits, Employee Relations/Conflict Resolution, and Management Training. Over the years, Paula has worked with a variety of clients, both big and small, across industries including HR Manager at Columbia Distributing Company, and On-Site HR for Xenium at Northwest Academy and Greenfield Health. She brings her strong organizational skills and “can do” attitude to all her projects. Paula served on the founding board of Project Lemonade and volunteers at her local schools.
